Coram and the London Borough of Harrow
A partnership between Coram and the London Borough of Harrow has given Coram the responsibility for responding to adoptive enquirers and assessing potential adopters who live in the Borough and who want to adopt ‘looked after’ children in the UK. In addition, Coram provides adopters for Harrow’s children who need adoptive families.
The partnership enables Harrow to retain overall management of the service, while Coram deals with the day-to-day work of matching children with prospective families and providing ongoing support. Harrow retains responsibility for post-adoption support for other families in the borough, (where Coram was not involved in the placement) step parent adoption and inter-country adoptions.
Coram has responsibility for assessments of all domestic adopters, family finding and chairing of permanency planning meetings of all children who are likely to need an adoptive placement. It will also conduct assessments for concurrent planning placements.
This is the first time that a local authority and an adoption agency have worked together in this way, and should greatly improve adoption timescales for key groups. Adoption is one of the key performance indicators by which Government inspectors measure the council’s annual performance. This partnership provides highly trained staff, a steady supply of families from mixed backgrounds and a wealth of expertise in adoption built up over 40 years.
