Formative Evaluation on the Progress and Effectiveness of IBAMA in Supporting Vulnerable Families and Individuals

In 2025, Dr. Amelia Smith of Coram International conducted a formative evaluation of the Maldives' IBAMA mechanism.

IBAMA (‘Ijthimaaee Badhahi Madhadhuverin’) is a multi-sectoral support mechanism formed at community level for preventing and responding to violence against children (VAC) and risks to vulnerable groups, designed to ensure that stakeholders in the health, education, social protection and police sectors coordinate to fulfil their mandate to protect vulnerable persons. This evaluation identified the successes in implementation of IBAMA as well as the challenges and bottlenecks to implementation and achievement of outcomes, applying the standard OECD-DAC criteria of relevance, effectiveness, efficiency and sustainability.

Dr Amelia Smith employed a theory-based, mixed-methods approach to assess the contribution of IBAMA to, and its effectiveness in, achieving desired outcomes.
